photo caption not in front with text wrap

Hi. I want to place a text block on a photo that is text wrapped. The text remains behind the photo 
and "Bring to front" is grayed in "Arrange". What do I do here?  Thanks

I would do:
1) turn of text wrapping
2) put the text you want to appear over the photo
3) group the two items
4) turn text wrap for the grouped items on
5) position again

You can also check the "Ignore Text Wrap" item in the Text Frame Options.
