XE7 Update 1 - Error 2908

I just ran the XE7 Update 1 installer (full ISO), and I got Error 2908.  
I have encountered and reported this same error during both XE5 and XE6 installs, 
and it is STILL HAPPENING!!!!!  Exact same symptom as before:

"The installer has encountered an unexpected error installing this package. 
This may indicate a problem with this package. The error code is 2908."

The status behind the popup is "Updating component registration".

Pressing OK just pops up the same error again and again and again.

XE7 RTM installed without any error. I fully uninstalled it before installing 
Update 1.

It seems to be related to performing an uninstall before an install. Something 
in the uninstall process is screwin up a subsequent install process. Which 
sucks, because RTM requires an uninstall.

This sucks!!! People are always complaining about the IDE installer. Why 
can't Embarcadero finally switch to something more reliable??

Come on Embarcadero, please fix the installer already.  Three versions in 
a row now have the same error!

I guess I should have said, before this report I do not recall ever 
hearing of anyone ever getting this error.

FWIW, this is QC 92782, which I see you submitted 3 1/2 years ago. You 
should note that the status of that entry is Thirty Party, which means 
R&D determined it is not our issue. That determination was made 6 days 
after you submitted your entry in 2011. If you think it needs to be 
reexamined, then you should submit it to quality.embarcadero.com. 
Otherwise, it will never be worked on.

I'll note that I have never heard of anyone ever getting this error. I 
deem it quite obscure.

Not officially, no.  But a lot of people still use XP in their VMs, and this 
is not an XP-specific error, AFAIK.
