my system is win8.1 (64bit).
and when i I did run the installer ,it says:

yet. that is the problem.
and i try install the xe4、xe5 ,the same question.

i clear the cache that where in  
not ok

and  Uncheck Real-time scanning

not ok

I had the same issue. It always stop at 27% when extracting dunit.

finally i restart the PC several times, and re-install it, it works.

This error means you cannot communicate with our download server for 
some reason. The easiest solution is to download the required ISO and 
install from it. You can get ISO's from registers download area. Here is 
how:

1. http://members.embarcadero.com
2. Login using the same credentials you used register your product in 
the past
3. Agree to export terms if prompted to do so.
4. Click My registered user downloads link.
